Despite its vast potential, Somalia’s blue economy remains underdeveloped due to a combination of structural, institutional, lack of supporting infrastructure, capacity and skills, as well as socio-economic challenges that limit economic opportunities and sustainable growth.
The sector is largely characterized by small-scale, artisanal enterprises with limited capacity, equipment, and technical skills, which constrains productivity, value addition, and market competitiveness.

With an Exclusive Economic Zone of 830,400 km² and highly productive fishing grounds, Somalia has the natural capital to support a competitive fisheries industry that can generate attractive returns for private investors.
Somalia has strong potential to become a major supplier of fish and seafood products to domestic, regional, and global markets. Commercial opportunities include tuna, lobster, shrimp, dried and frozen fish products, fish oil, and other value-added marine products with high export demand in the Gulf, Middle East, Asia, and East African markets.
Investment in fishery ports, processing facilities, cold storage, and export logistics can significantly increase productivity, reduce post-harvest losses, and improve market access. As the sector modernizes, the blue economy can become a major source of export earnings, private sector growth, foreign exchange, and job creation, positioning Somalia as an emerging marine economy in the region.
